Change Risk Oversight Manager

We have an opportunity to join Direct Line Group on a permanent basis as a Change Risk Oversight Manager based from our head office in Bromley.

You will be responsible for providing programme business change analyst support for second line oversight, challenge and advise in respect of Direct Line Group’s (DLG) Change Risk Portfolio and the Change Risk framework, including the assessment of effectiveness of first line control in this area.

Key Accountabilities

  • Provide 2LOD oversight and challenge of the Strategic Investment Portfolio (‘SIP’), which covers c£135m of change activity, to support delivery of strategic outcomes to time, cost; and quality, through:
    • Planned risk based assessments of the Major Change initiatives that require detailed oversight by 2LoD (usually the Top 10 change initiatives);
    • Assessing programme change activities against industry standard Software Development Life Cycle (SDLC) and Software Testing Life Cycle (STLC) methodologies;
    • Identifying areas of concern, risks, validating the evidence and effectiveness of controls and defined processes; and
    • Assessing the controls effectiveness by 1LOD and change initiatives, and ensure they are appropriately managed and to help increase confidence in delivery scope.
  • Provide ‘close & continuous’ oversight and challenge of Major Change activity, to drive delivery of change in a systemic and controlled manner to avoid adverse operational, regulatory or other impact.  Including change programme specific oversight:
    • Attendance and active participation in project and work stream level governance forums;
    • Individual 1:1 meetings and active participation in key decision-making activities that are identified as representing risk or control related activities;
    • Undertake deep dive risk assessment activities in areas previously identified as higher risk or areas with ineffective controls and mitigations at a programme or project level to more accurately assess delivery risk;
    • Review and challenge of the identified risks, controls and mitigating actions;
    • Review and challenge of the progress being made by programme and project management in addressing actions from 2LoD assessments (appropriateness of action plans and verifying evidence); and
  • Provide active support in the management of the oversight of DLG Change Risk Appetite through:
    • Support the production of monthly reporting on Change Risk initiatives to the ORC;
    • Support the production of detailed briefings on Change Risk to the CRO and Enterprise Risk Director, as required, ahead of ORC meetings to give a 2LoD lens on the risk position stated by 1LoD and detail recommended actions; specifically where programmes are running outside Risk Appetite; and
    • Work collaboratively with Operational Risk Oversight Managers to provide insight and challenge to 1LoD to ensure identification, quantification and management of change related risks, to establish the appropriate level of Oversight and support definition of thresholds for Change Risk reporting/escalation. 
  • Enhance the maturity of 1LOD Change Risk Management through planned deep dives, thematic reviews and analysis.  Ensure risk is considered in 1LOD decision-making and that Risk Owners/Exec understand the impact of change on their control environment and risk profile.
  • Provide oversight and challenge to the Change Risk Framework and the Delivery Framework.  Identify opportunities for improvement and gain comfort that the selection/delivery of change is managed appropriately to protect the customer/shareholder needs, as well as strategic benefit for DLG.
  • Promote a strong control culture and general awareness of risk management within DLG.  Providing advice and guidance on changes within appetite and support building strong control environments.

Key skills we are looking for

Essential

  • Previous experience and knowledge of delivering programmes and projects using waterfall and also preferably agile methodologies
  • Good understanding of the process for documenting and updating business requirements (functional and non functional)
  • Good knowledge of risks and controls and preferably worked within an Enterprise Risk function or internal audit
  • Financial Services experience

Preferred

  • Work stream lead or Project Lead/Manager role in a large Change / Transformation programme delivering business capabilities
  • Experience of implementing third party or vendor applications and solutions
  • Experience of delivering end-to-end programmes and a good understanding of the Software Development Life Cycle (SDLC) and Software Testing Life Cycle (STLC) principles and methodologies
