Job Description

The primary purpose of the House of Lords Library is to provide impartial, authoritative, timely research and information services to support the work of the House. This occurs through the provision of newspapers, journals, books, short-fact finding enquiries, responses to individual requests for research and through the publication of prepared briefings on all major items of business on the floor of the House and in Grand Committee. In addition, the Library supports other offices in the Administration.

Annually, the Library publishes about 300 briefings and completes over 7,000 short fact-finding and longer research enquiries. The Researcher (Economics) is a new post that will provide extra research capacity and additional subject expertise to support the delivery of these services to Members. The successful applicant will join a team of generalist researchers, who produce impartial, authoritative briefings on a wide range of subjects, not limited to particular policy areas.

Working in the research team, the Researcher (Economics) will be tasked with answering enquiries from Members and their staff about the economy and related issues, such as business, tax policy, banking and housing. In addition to this, the post holder will write briefing papers for bills and debates on such subjects before the House, and in response to issues of topical interest. Examples of Lords Library briefing papers can be found on the Parliament website.

The role will involve regular interactions with Members. The successful applicant’s core duties will include providing a professional and well informed customer service as part of research enquiry desk rota in the Library. As part of this, the post holder will be required to work one late night a week, for which an annual allowance is payable. The role will also support staff training initiatives, leading on sessions about economics and statistics where appropriate.

Research is undertaken using the Library’s printed and online resources, contacts in government and external organisations, and will be informed by the applicant’s expert knowledge of the subject. The latter will be supplemented by an induction programme, which the Library runs for all new starters, and a tailored development plan based on the post holder’s individual training and learning requirements.
